Pacaña opposes scrapping of BSP Cebu Council By Charmaine Y. Rodriguez
COUNCILOR Arsenio Pacaña is proposing a resolution opposing the dissolution of the Cebu Council of the Boy Scouts of the Philippines (BSP).
If Pacaña gets the support of other members of the City Council during Wednesday’s session, the passage of the resolution will add to the opposition raised against the directive of the BSP National Executive Board.
The national council alleged that the local BSP violated their constitution and by-laws so it abolished, in a resolution, the BSP Cebu City chapter effective last March 3.

It cited that the local council insists on having three vice presidents instead of only two and conducting elections of board members, when the by-laws mandate the Department of Education officials automatically become board members.
Pacaña believes the abolition will “definitely affect what is otherwise known as a dynamic and effective scouting movement in Cebu.”
He noted that the organization with its “unwavering commitment to the advancement of the scouting movement” has been a consistent recipient of numerous awards and honors.
“Among others, the institution, in bringing forth outstanding leaders in the community, whether in the government or in the private sector, evidently indicates the efficiency of the same,” he added.
Pacaña wants the national executive board to recall the resolution.
The BSP Cebu City chapter has filed a petition for injunction on the national council’s resolution.
Earlier, BSP Cebu City Chapter president Hernan Streegan said he believes this is the national council’s way of getting back at them for questioning some BSP policies and irregularities in the release of funds.
