2 members of House body on drugs nabbed for kidnap

TWO members of the congressional committee on dangerous drugs headed by Cebu City Rep. Antonio Cuenco were arrested in Cavite early this month for the alleged kidnapping of a businessman.

Insp. George Yllanan, PO1 Noel Villalobos, Mario Abbu and a companion, Samsudin Sarif Sr., were arrested in an entrapment by the Tagaytay police for allegedly demanding P20,000 for the release of businessman Mario Hernandez, whom they “apprehended.”

Yllanan and Abbu were detailed with the House oversight committee on dangerous drugs, while Villalobos was assigned in Camp Crame and Sarif was a businessman in Tagaytay City.

In an interview yesterday, Cuenco clarified that Yllanan and Abbu were employees of the House’s sergeant-at-arms and were only detailed to his committee on dangerous drugs.

After finding Abbu to be “palaaway,” (quarrelsome), the Cebu City south district congressman said he tried to get rid of him and Yllanan by recommending their transfer to the Philippine Drugs Enforcement Agency (PDEA).

However, they were not accepted there.

According to Cuenco, Abbu is a native of Camiguin while Yllanan is from Cebu.

After the incident in Cavite, Cuenco said he immediately revoked their assignments to his committee.

“If the person detailed in your office does something like that, are you responsible for that? If they did something criminal, let them suffer the consequences,” the congressman said.

Set free

According to Cuenco, he recently learned that Yllanan and Abbu are out on bail and they filed counter-charges against the Tagaytay police.

“They reportedly wanted to expose the illegal activities there and they were framed. In any event, I don’t want to be a party to this. I already disowned them,” the congressman said.

Sun.Star contacted Tagaytay police and learned that those arrested early this month went scot-free after their alleged victim declined to pursue the case.

PO1 Mariel Contreras of Tagaytay police said Yllanan, Villalobos, Abbu and Sarif were set free two weeks after their arrest last July 2.

Their alleged victim, Batangas businessman Mario Enriques Hernandez, signed an affidavit of desistance, Contreras said.

He said that the four allegedly arrested Hernandez and demanded for his wife to give P50,000 for his liberty.

Villalobos and Sarif were arrested onboard a Nissan Safari, allegedly after shooting it out with the police after the entrapment.
