Thursday, July 24, 2008 CH calls attention of SSS, contractor for bldg. lapses
A NOTICE of violation of the Building Code and the Cebu City Zoning Ordinance will be served to the Social Security System (SSS) Visayas office and the contractor for its building today.
City Planning and Development Coordinator Nigel Paul Villarete said that H.S. Oaminal Construction has started the construction of the SSS building along Osmeña Blvd. without a locational clearance, building permit and excavation permit.
The construction firm will be given 15 days to comply with all the requirements for the issuance of the necessary clearances and permits, Villarete said.
In the notice of violation that he prepared, SSS officials and the contractor were advised to cease and desist from doing further construction work while they are working on the requirements.

If the requirements are not complied with after the 15-day period, Villarete said it is up to Mayor Tomas Osmeña to issue a cease and desist order.
Villarete said his staff will be serving the notice to SSS officials and the contractor, who is supposed to file applications for the permits in behalf of the building owner.
Sun.Star Cebu called the office of SSS Vice President Helen Solito but was told that she, the branch head and their engineer are attending a convention.
Villarete assured, though, that the City Government is willing to assist SSS in the application process, more so that it is a government agency.
A team from the City Planning and Development Office (CPDO) conducted an ocular inspection last Monday and found that there is an ongoing excavation within the
5,820-square-meter lot in Barangay Kalubihan.
According to the team’s report, H.S. Oaminal Construction could not present any permit or clearance from City Hall during the inspection.
An employee of the SSS also told the team that they have already applied for a locational clearance but their application was returned to them because their plans showed insufficient parking space.
The team also checked with the Office of the Building Official and learned that only a temporary electrical permit for the contractor’s bunk house at the site was issued.
Villarete has already signed the notice of violation and will be served today. (LCR)
