Saturday, August 30, 2008 Police official rapped for ‘falsifying’ papers
ANOTHER dismissed cop filed a complaint against his former superior, Sr. Supt. Jesus Gaquing Sr., the group director of the Regional Mobile Group (RMG) 7.
Former PO1 Sergio Jayme Jr. filed a complaint for falsification of documents and obstruction of justice against Gaquing.
The complaint stemmed from a special power of attorney that was allegedly falsified by Gaquing and two others.
The special power of attorney, which was allegedly used to collect Jayme’s paycheck and release it to a loan investor, was presented to the Office of the Visayas Ombudsman and the Cebu City Prosecutor’s Office.
Fabricate
“They knowingly or willfully gave false or fabricated information to mislead or fabricate information from the data gathered in confidence by investigating authorities for purposes of background information to mislead the investigator or the court,” read Jayme’s affidavit.
Estafa
Jayme and Marlon Sarmiento filed a complainant for estafa against Gaquing for the paycheck scam.
This allegedly resulted to the dismissal of the two complainants from the Philippine National Police.
Sarmiento earlier filed a complaint for falsification of documents and unjust vexation against Gaquing.
The police official denied the charge against him and said that Sarmiento and Jayme were dismissed from service because of their absences.
Same feather
“Jayme and Sarmiento were from the same unit (and) they are of the same kind and feather,” read Gaquing’s counter-affidavit.
Both, he said, have previous cases of being absent without official leave (awol).
As to the “mishandling, non-delivery and non-release” of the paychecks, Gaquing said that he has long relieved the finance officer.
The paychecks, he said, were delivered to a loan investor with an authorization, promissory note and special power of attorney that Jayme and Sarmiento signed, which the two are claiming to have been falsified. (JGA)
