Garcia: A few questions on the handicap computation

CAN someone please tell me what the ruling is about golfers who are members of more than one golf club--what is the ruling regarding the handicap computation?

One thing I know is that the lowest handicap is what counts. But what if a member is, for example, a member of two clubs, and in one club, he is in the membership list but does not have an official handicap in the listing. He only has one registered handicap, which is in the other course. And every time he plays in a different course, the home course does not get access to his excellent scores and his handicap stays the same. What now?

Can someone please tell me if there's a way to monitor so many golfers, including me, who play best-ball matches. Many have gotten so used to best ball matches that they do not perform very well in golf tournaments.

They have gotten used to having a partner to back them up, that they score poorly when they play alone. They cannot submit a scorecard because it is a 'best ball' format. How will their handicap be raised? And for the better playing partners in best ball, how will their handicap be lowered?

Can someone please tell me if the scores from a major tournament are submitted to the respective golf clubs for computation of next month's handicaps? And if so, what if the tournament format was Stableford (point system), will the scores still be included in the computation? What about mulligans during tournaments? If it is stableford format, and the mulligans are considered, then these tournament scores do not reflect the real score of a player. And what if a player scores 48 points, for example? That is like scoring a twelve under (-12). Lucky? What if he does it again the week after, in a different tournament? Will he still have the same handicap the month after?

I wonder if there are special rulings about the frequent winners of golf tournaments. If so, is it the same with all the clubs in Davao City?

I asked a few people regarding this matter. Many do not know the answer, and some are not sure. I, for one, am not sure myself. If it's not too much to ask, maybe each club must put into writing how handicaps are really computed. It would be nice if they also include special rulings for cases like winning in a golf tournament-if the results of a golf tournament are included in the computation of next month's handicaps. It would be nice if they post it on their bulletin board for members to read or maybe add it on their next newsletter.

On behalf of the players who are clueless as to the system of computation, I'd like to thank in advance the officers of our local golf clubs for hopefully enlightening us with details regarding the computation of the handicaps.
