In an interview Friday, de Castro said he was one of the senators who signed the proposed Charter change in 2003, but added that it was a move to shift to a parliamentary form of government.
"Dapat mapag debatehan yan ng mabuti," de Castro said. "Magka-iba naman kasi yung usapin tungkol sa parliamentary at sa federalism."
He explained that the decision to shift to federalism, even the approval of charter change itself, will depend entirely on the will of the people.
"Eh kung ayaw ba naman ng taong bayan, hindi na dapat ituloy," de Castro said.
At least 15 senators have already endorsed the proposal of Senator Pimentel.
Senate President Manuel Villar, for his part, said that even if he has signed the said proposal it does not signify his approval or disapproval of the said proposal.
Villar earlier said what he wants to happen is that the talks on federalism be started in order for the people to better understand the proposed shift to federalism.
