THE City Government has reorganized the Angeles City Council for the Protection of Children (ACCPC) to coordinate and synchronize all local programs and activities aimed for the promotion of the safety and the rights of children in the city.
In signing Executive Order (EO) 15, Series of 2008, Mayor Francis Nepomuceno stipulated the duties and functions of ACCPC pursuant to the Council for the Welfare of Children in harmony with the Convention of the Rights of the Child, World Declaration on the Survival, Development and Protection of Children and the Philippine Plan of Action for the Children.
Nepomuceno said the creation of the ACCPC is an expression of the City Government's commitment to safeguard children's rights.
The council mandates that special protection be provided to children against all forms of abuse, cruelty, exploitation and discrimination, and other conditions prejudicial to their health, safety and development.
The ACCPC is chaired by Nepomuceno.
It aims to formulate plan of action for children, incorporating projects and programs by the barangay to ensure its integration into the City Development Plan.
The council is required to submit quarterly status on the plan implementation, promptly address issues concerning affected children's welfare, advocate increased support. It will allocate resources for the children's programs, prepare contingency measures to protect children and their families from natural and man-made disasters and provide technical assistance to the community based frontline workers through conduct of capability and human resource development activities.
The mayor added that he remains true to his vision to have "a responsive government with responsible citizenry working hand in hand in creating a new Angeles City.
A city that is morally upright, with an efficient and accountable government and continuously uplifting the rights and welfare of its people."
